if you leave off the web="" setting, TAGME{tpaction="showalltags" appears to show all tags in the wiki, when the docco says 'defaults to current web'

this is a little more involved than just changing the code, as all the distributed topics make the presumption that no-params == all tags.

might be better to correct the docco - else web="all" etc will need to be implemented.
