I have installed foswiki 1.9 on Centos(i had used the decription on
http://foswiki.org/Support/CentOS).
But when I try to configure with
http://localhost:81/foswiki/bin/configure I got the error "You don't have permission to access /foswiki/bin/configure on this server".
The link
http://localhost:81/foswiki/ doesn't work either.
I got the message:
Software error:
Content-type: text/plain
Perl error when reading
LocalSite.cfg:
Please inform the site admin.
at /usr/lib/perl5/5.8.8/CGI/Carp.pm line 379
The CGI Modul is installed.

First - there is no Foswiki 1.9. There was a 1.0.9 and that is probably what you mean.
The support topic you refer to was distorted by someone that has done a very untypical installation using port 81. You should not follow those instructions.
You should follow the normal installation instruction that comes with 1.1.3 which is the latest release.
I have put a fat warning on that support topic. It needs to be rewritten for 1.1.X and turned into a normal installation on port 80.

I have the same issue with you when I install Foswiki-1.1.4 on
CentOS 6.2. You need to run sestatus command to check if you enable SELinux(
http://wiki.centos.org/HowTos/SELinux). My SELinux is enabled after I check.
go to /var/www/
ls -lZ
drwxr-xr-x. apache apache unconfined_u:object_r:default_t:s0 foswiki
drwxr-xr-x. apache apache system_u:object_r:httpd_sys_content_t:s0 html
Change the security context for foswiki as below.
chcon -Rv --usr=system_u --type=httpd_sys_content_t foswiki
After that, i can access
http://localhost:81/foswiki/bin/configure now.
