Item10490: Document how to use Foswiki::Func::saveTopic to create a new topic.

both createWeb and saveAttachment have docco about creating a new 'item', but when you look at saveTopic, its about modifying an existing topic - no suggestion to new Foswiki::Meta(), or how is should be dealt with.

(this might just become simpler to do with Meta2?

once we've forced the plugin dev to read Foswiki::Meta, there doesn't seem much reason for them to use Foswiki::Func::saveTopic - they may as well new Meta->save() ?

and then, once they're read all that, they realize that Foswiki::Func::saveTopic actually will allow them to call it without a $meta to make a new topic...
