The PersonalInfoAddon needs the Pattern skin in the skin path:

   * Set SKIN = myskin,myotherskin,pattern

at Main.SitePreferences or WebPreferences in order for uploading and editing pictures in the user profiles to work.

If you do not have the Pattern Skin at all, the result is a blank page. The solution is to add ";skin=pattern" to all related links. There is a detailed description at Support.Question783
