Item10112: create new web only works when the template web is a top-level web

if that's a real restriction (i don't think it should be), then the "template web" select box should only list top-level webs (it currently lists all).

of course, the better solution is to allow any web (and all of its subwebs, i assume) to be a specified template web for new web creation.

Will, could you describe the failure? WebTemplate seems to work fine from a subweb now, tested on 1.2. Thanks.
