There is an undocumented dependency on TagsPlugin as shown in the following screenshot when navigating the System.SolrSearch topic

SolrPlugin doesnt depend on TagsPlugin. The screenshot shows a %TAGCLOUD from TagCloudPlugin not resolving in a clean way. The other error is that it should try to display the tagcloud facet if there aren't any tag info in the output or there's no TagCloudPlugin installed.
