Is there a way to disable the default template during topic creation

Is there a way to disable the default template during topic creation and enable a user created template in its place.

A form is attached to user template topic which is used for classification of data. We want to ensure that the user is not able to create a topic without the form.

I have created the user defined template and enabled the Webforms setting and it appears in the dropdown. If the default template cannot be disabled, is there any way i can use my userTemplate as default setting in place of default template for this web.

In your Web create a WebTopicEditTemplate topic. This is override the default one in the System Web. Alternatively, you can modify this topic in the System Web if you want the changes to be applied for all Webs.
