nested web inheritage

Suppose two webs, Parent and Son, and Son is a subweb inside Parent. Suppose Parent has variables as USERSTYLEURL, USERCOLORSURL and USERLAYOUTURL properly defined in its WebPreferences. If Son's WebPreferences has not any of these variables defined in its contents, shouldn't these variables still be available with the same value from Parent's preference to Son's ?

That's correct, the exception is if a preference setting has been finalized (protected from modification in subwebs/topics) by being listed in a FINALPREFERENCES setting somewhere. See System.PreferenceSettings
