Link to attached picture breaks if the topic name contains Cyrillic characters

I have got a problem when editing Cyrillic topics with pictures using WYSIWYG editor. When I save the topic, the link to the picture breaks. In other words, the

%ATTACHURLPATH%

turns into something like

%PUBURLPATH%/Sandbox/\x{00bf}\x{00e0}\x{00de}\x{00d1}\x{00dd}\x{00d0}\x{00ef}\x{00c2}\x{00d5}\x{00dc}\x{00d0}

I have tried different encodings but nothing seems to help.
