UserRegistration says that the registration of new users is temporarily disabled

After a fresh installation of Foswiki user registration is impossible. UserRegistration states that the registration of new users is temporarily disabled although it's enabled in the configuration.

Answer

More often than not, this is due to the data dir not being writeable by the web server, or the foswiki/data/.htpasswd file not being writeable by the web server.

There should be an Apache error log and/or warnXXXXXX.txt entry telling you more details.

The problem was that I forgot to change the file owner of foswiki/data/.htpasswd after creating it by adding the user for the configuration.
