Error with configure on WinXP

I am trying to install Foswiki 1.0.7 on WinXP Professional SP2 with Apache 2.2.14 and ActivePerl 5.10.1, and got the following error message when trying to access http://localhost/foswiki/bin/configure the first time:

Software error:

BEGIN not safe after errors--compilation aborted at C:/Perl/lib/Carp/Heavy.pm line 11.
Compilation failed in require at C:/Perl/lib/Carp.pm line 33.

Software error:

My path has C:\Perl\site\bin;C:\Perl\bin;... I tried adding C:\Perl\lib but that did not help. I tried a foo.pl with "require Carp;" and that seemed to work.

I am very new at this, so any suggestions are very welcome. Thanks in advance!

mmm, I don't know because I don't use ActiveState perl :/ have you tried the foswiki windows installer - it uses Strawberry Perl - though its 1.0.6 because i keep expecting 1.0.8 to come out :/
