Unable to get to http://localhost/foswiki/bin/configure.

Unable to get to http://localhost/foswiki/bin/configure. On new install, I added the line to include the Foswiki conf and need possible idease to what the problem is. All the other steps seemed to have worked.

Please help I am almost there!
