Feature Proposal: migrate foswiki into CPAN

Motivation

This project is moving towards implementing some of the perl best practices, one that we're missing is to have it uploaded to CPAN

I don't know if its possible, nor plausible, but this topic is about exploring what it would take to do.

NOTE: this will not mean we stop distributing our code the way we do now, just that we improve the quality of our code, and create yet another way for our users to get our code

Discussion

Oh, horror. There's a bottom layer of code in Foswiki that I would see as reusable and reasonable to have in CPAN. Sort of a mulch. Anything above that layer, I think you get into "specific to Foswiki" territory, and I get a lot less confident. There's also the issue that our unit test strategy is quite diffent to that used by PANTS.
